The Child Abuse Team within Swedish National Criminal Investigation Department
A Child Abuse Team was established at the Special Objects Unit within the National Criminal Intelligence Service at the Swedish National Investigation Department in November 1995. This was the result of the work executed by a Parliamentary Commission, which was started after the two first major child pornography cases in Sweden in 1992 and -93.

The Parliamentary Commission emphasised the importance for the future of preserving knowledge and experience in regard to this phenomenon with the aim at eliminating the risk of double effort, both nationally and internationally. To ensure this and keep the continuity of gathering intelligence it was decided to centralise this at a national level from where also the international co-operation was to be run.

The National Police Board (NPB) is the central administrative authority of the police service and supervise the police service. The National Criminal Investigation Department is subject to the National Police Board. There are 21 police districts in Sweden. Each county constitutes a police district. Each police district has a police authority headed by a chief commissioner. Crimes across the borders are co-ordinated by the National Police.

The Child Abuse Team was assigned to co-ordinate cases related to sexual abuse against children, child pornography, sex tourism and from 1998 also trafficking in human beings when involving persons under the age of 18.

Since 1998 the National Criminal Intelligence Service has been running a Digitised Image Library with Child Pornography as one of the tools to combat sexual abuse against children. The purpose of gathering images of sexual abuse of children is to get an overall view of the material that is circulating on the Internet, to store infromation about perpetrators and victims in order to avoid the start of investigations that have already been carried out. To avoid duplication of effort it has been possible for Law Enforcement Agencies all over the world to as the Child Abuse Team about whether the persons are identified or not, For this reason it is very important that all possible information about child pornography is forwarded to this library. This year the international co-ordination of this information will be committed to the Interpol Headquarters in lyon, with which we have a close co-operation.
